Philip serves as Corporate Secretary to the USAA Educational Foundation and USAA Foundation, Inc., where he supports board governance and helps advance the organizations’ mission to serve military members, veterans, and their families by mitigating legal and regulatory risks.
Prior to joining USAA, Philip worked in financial services risk management at The Bancorp Bank, a fintech-enabling financial institution, focusing on third-party risk oversight and compliance. Earlier in his career, he practiced law with national and regional firms including Jones Day, Eckert Seamans, and K&L Gates, representing clients in complex civil litigation and regulatory matters.
Philip earned his Bachelor of Arts from The Pennsylvania State University in 2008. Then he earned his Juris Doctor, cum laude, from Western Michigan University Cooley Law School, where he completed a concentration in tax law in 2012. Philip has been a member of the Pennsylvania bar since 2013.
Philip comes from a multigenerational military family. Both of his great-grandfathers enlisted in the U.S. Army during World War I after immigrating from Italy. His paternal grandfather served in the U.S. Army during World War II and was wounded in combat in France in 1945. His maternal grandfather served in the U.S. Navy as a Cold War veteran, including service in the Caribbean. Five of Philip’s uncles also served during World War II in the Army Air Forces, U.S. Army, and U.S. Marine Corps. This multigenerational legacy of service has given Philip a deep respect for the sacrifices made by military members, veterans, and their families.
Philip devotes his free time to his family, where he lives in Pennsylvania with his wife, Rachel, and their three daughters, Amelia, Talia, and Cecilia.
